Draft: create_detector_dataset_from_tiff: proto to handle striped tiff

!! warning: this PR is more presenting the idea of what is needed. There is no test and the handling of 'strips' seems to be wrong !! So a lot of work would be needed. But anyway with 'striped' tiff the performances will be very bad. So we probably just want to warn the user that is use case is not handled. To be discussed.
