Resolve "Convert SPEC to BLISS"

Needed for ID16b. I will make the ewoks task + widget in another MR.
In SPEC the master file is called a "spec file". This files contains motor positions, data and for so-called ZAP scans it contains information of where the data is saved (counter and XRF spectra in EDF format).
