Add node 16 image

Loic Huder requested to merge node-16 into main

Since a few weeks, ewoksweb now runs on Node 16 but the CI image was never updated. This MR adds a python_3.9_node_16 image to fix this.

In fact, I would argue that keeping the node_12 images is not worth it since support for Node 12 ended (2 years ago for active support, 7 months ago for security support).
