convert to pyproject.toml

Wout De Nolf requested to merge convert_pyproject_toml into main
  • drop python 3.6 because when pip install the version in UNKNOWN
  • drop python 3.7 just because
  • keep python 3.8 because it is the system python for Ubuntu 20.04
  • use dau-pydev@esrf.fr as author
  • remove __version__

Once this is discussed and approved we can go through all projects and got for pyproject.toml.
