Ignore the BEACON_HOST env variable when blissdata is not installed

Wout De Nolf requested to merge ignore_beacon_host_when_not_supported into main

The celery configuration is fetch from Beacon when BEACON_HOST exists but it should not do this when blissdata in not installed (required to communicate with Beacon).
