tomo: Created a hardware procedure

A procedure is a bliss tomo stuff which can be executed.

Related to daiquiri-ui!743 (merged)

This allow to

• handle a task (start, stop, abort)
• share data, scan, bliss objects between bliss and the front end.

For now it is only exposed by bliss-tomo
