motor: add warning state

Stuart Fisher requested to merge motor-warning into main

Support warning state of motors. This does not inhibit the motion of the axes, daiquiri currently shows this as "UNKNOWN" which stops the axis being usable.

icepap for example can raise warnings about the encoder / ssi
