Update tomo to bliss 1.11

This rework a bit the CI following the upgrade of tomo beamlines, and the recipes used to deploy daiquiri 2023-03

  • Use now BLISS 1.11 for tomo tests on CI
  • Setup pinpointed recipe for bliss 1.11.0
  • Setup pinpointed installation for bliss 1.11.x
  • The recipe specifies to install blissdata from pip (this is maybe not ideal, let see)
