tomo: Make sure some scans was received when requesting tomovis

This MR add filter before triggering tomovis reconstruction.

Instead of always triggering tomovis, it is only done if at least a tiling scan was started.

Filtering the reconstruction when the tiling sequence fails is not a good idea, because something still can be reconstructed from an uncompleted scan.
