Fix beam offset center in CBF and HDF5FormatHandler

Loic Huder requested to merge hdf-beam-center into h5web-braggy-temp

I assume "beam_ocx": (width / 2) - bcx refers to the offset of the beam center.

The formula were not consistent so I fixed them to the best of my understanding but check that it is right @marcus.oscarsson 😉
