restore previously selected actor on form load

Stuart Fisher requested to merge restore-previous-actor-selection into main

For sample scans restore the previously selected actor when the form is reloaded. I think long ago this used to be the behaviour, but somewhere it got lost. It is still the default behaviour for subsample scans on the mapping interface

Have to check this doesn't break anything on the tomo interface
