Tomo: Convert remaining tomo code into TypeScript

This convert the connect and the provider part as a TypeScript.

• A types/Hardware and types/Tomo was added to share types from providers
• Special type description was added for esrf-ui/redux-provider (this have to be updated as needed)
• The remaining tomo code was converted to use TypeScript
