add metadata to reduce frames

  • add API to load and store frame metadata
    • add test
  • reduce count_time and machine_electric_current when possible
    • add test for hdf5
    • add test for edf
  • save and load metadata
    • add test
  • insure the metadata are saved when the 'darks and flats' copy function are called.
  • Add unit to count_time and machine electric_current
  • take into account reduced frame metadata on flat field correction not sure this is of some interest at tomoscan side.
