User support: Generate ".info" file

This MR adds a new CLI tool whose purpose is to generate a .info file with various fields.
This .info file is necessary for the tools of ID19/BM05 legacy pipeline.

The file is actually the concatenation of three sources:

  • The .info of a EDF dataset. In the case of a HDF5 dataset, an equivalent is built by browsing the Bliss master file
  • The header of the first EDF file (for motors positions). In the case of a HDF5 dataset, an equivalent is built by browsing the Bliss master file.
  • The PyHST.vol.info file, built using the histogram computed by nabu.
