Fix incomplete scans

myron requested to merge fix_incomplete_scans into master

This fixes the incomplete scans ( shortest than 360 degrees) in the half tomo cases, in the helical pipeline. Most of the bliss scans are shortest than 360 degrees. They are often incomplete
