Add support for ".vol" output format

This MR adds an output format: .vol, as generated by PyHST2.

To do

• Add .vol to user interface (config file, ProcessConfig, etc)
• Update WriterConfigurator (2022.2 branch)
• End-to-end reconstruction tests
