added a working version of the recaster accumulator

About

The GriddedAccumulator class from the helical pipeline. The class integrates several angular sub-ranges into a standard dateset. This class is the same used in the helical pipeline when the C++ acceleration is not selected.

To do

  • Implement feature (class and)
  • doc-strings
  • Unit tests ( will be taken from a subset of an experimental dataset , by taking only very sparse projections.
