Create a air bearing object

Valentin Valls requested to merge air_bearing into main

This PR feature a air bearing for ID16B.

It defines an abstraction which will only be implemented by ID16B.

It is mostly part of project to make it work with Daiquiri.

Maybe in the future this could be completely private to the beamline.
