Add Qt for Python guidelines
This MR aims at providing some general coding guidelines and some tips for developing with Qt for Python (i.e., PyQt/PySide).
This is still draft and not complete, but I'm happy to get a first round of quick feedbacks to check if it goes in the right direction.
