Fix SIP_INCLUDE_DIRS variables for submodule build

Samuel Debionne requested to merge fix-cmake-submodules-sip into master

For the records, find_file did not work properly until I used the NO_CMAKE_FIND_ROOT_PATH option (do not use CMAKE_FIND_ROOT_PATH variable just for this find_file call).

NOTE: By submodule build, I mean build from the master LImA project.
