Fix CMake sip 4.19

Samuel Debionne requested to merge fix-cmake-sip-4-19 into master

Update the reference to the Processlib submodule -was referencing a ghost commit.

Use the APPEND option of CMake add_custom_command command to conditionally run the checksipexc.py script.

TODO: Remove the Processlib/65-port-to-sip-4-19.prev branch when merged.
