Add LIMA_NO_DEBUG

Alejandro Homs Puron requested to merge add_no_lima_debug into master

This patch activates the LIMA_NO_DEBUG option when building targets other than Debug.

It also activates Fatal, Error, Warning and Always messages when not in Debug mode.
