Draft: Fix conda package, std::allocator<char> duplicate symbols, libtiff warning

Fixes a linking issue when building the IRIS plugin:

liblimacore.lib(liblimacore.dll) : error LNK2005: "public: __cdecl std::allocator<char>::allocator<char>(void)" (??0?$allocator@D@std@@QEAA@XZ) already defined in Common.cpp.obj
liblimacore.lib(liblimacore.dll) : error LNK2005: "public: void __cdecl std::allocator<char>::deallocate(char * const,unsigned __int64)" (?deallocate@?$allocator@D@std@@QEAAXQEAD_K@Z) already defined in Common.cpp.obj
liblimacore.lib(liblimacore.dll) : error LNK2005: "public: char * __cdecl std::allocator<char>::allocate(unsigned __int64)" (?allocate@?$allocator@D@std@@QEAAPEAD_K@Z) already defined in Common.cpp.obj
