Resolve "Reimbursed parcel"

  • add isReimbursed in the parcel model as a boolean, false by default
  • the value can be changed through the PUT web service
  • The consequence of the isReimbursed value will be implemented in another MR, since we need more feedback from the UO (if it is limited or not to the MX parcels)
