Resolve "Add queue to copy dataset parameters into sample parameters"

  • A new queue has been added icatPropagateMetadata: which propagate the metadata of a given dataset if they are applicable to the sample.
  • also called after the ingestion
  • Need to update the ParameterType in the DB, for HOA for instance SamplePatient*
