Resolve "Reserve DOI"

Closes #777 (closed)

• users select datasets and go to My Selection

• Click on 'Reserve DOI':

• "Reserve DOI " button will create the dataCollection

• After the publication, they can go to "Publications/Reserved", this page displays all reservd DOIs

• Clicking on "Mint DOI" will display the mint panel:

• Fill abstract, title, authors, etc as usual. to mint the DOI
