Resolve "Add cutoff value for MX processing"

For now the values are saved in local storage.

As autoprocs outside of the cutoff are still displayed but in red, I think it would make sense to save the values in the user preferences with the other MX settings, there is no risk to forget about it and miss some data (you would just see them in red with the badge to remove the criteria if no longer applicable).

If the value is not saved, I think having to re-add the critera every single time will be a deterrent for people to actually use this.

So I would merge this as is, show it to them, and re-discuss it.
