Resolve "Create address from address list"

Closes #277 (closed)

Allow to create address for any investigation from the address page.

Fixed the available investigations in the list to match these critearia:

 * Investigations that can be used are the ones in the future (starting from two days ago for margin)
 * Administrators can use all future investigations
 * Instrument scientists can use all future investigations for their instruments
 * Participants can use all future investigations they are part of
 * @param currentInvestigationId If the address is created for an investigation, it will be first in the list
