Resolve "Display current version (tag)"

Closes #401 (closed)

This allows to know what exactly is deployed at any moment by displaying the version (git tag used for the build) in small at the bottom of the page. Only displayed for the portal app at the moment.

Release notes are also generated by the CI in data2.esrf.fr/release.html and linked next to the version number.
