Admin force refetch

Adds an option to force re-fetching all the data for admins

It occasionally happens that the UI will loose the expanded/collapsed datasets state in the MX dataset list #352 (closed). I cannot find a way to reproduce it but I suspect it might be linked to some data being refreshed.

This option will enable testing this next time it happens. (and it's a handy debug tool to have in general case)
