Add help text for sample name and short name

Naming of the columns "Short Name"and "Name" since it is not only used for samples but also for other and tools but we would like to get maybe a help text: for Short name (when the sample is selected and short name empty) "Short name is required for item type SAMPLE. Select one of the SAMPLE FORMS declared in the A form using the pull down menu." for Name column, a tooltip "Unique name for each individual sample, tool or other item."
