Added consistent clear buttons to parcel filters

Plus minor displaying enhancements:

• Filter date input has the same height as the neighbouring button
• Proposal column has now a fixed width for large width displays
• Filters are displayed in a column rather than in arow for small width displays

Note that it does not address the search filter as this one is embedded into react-table-bootstrap and is therefore more difficult to tackle.
