Help and feedback menu

To encourage users to provide us feedback or to ask questions, we could add a menu Help and Feedback in the data portal menu bar, with the link to the confluence pages documentation (https://confluence.esrf.fr/display/DATAPOLWK/Documentation) and with the data portal feedback email (or we could add a contact form, but it requires more developments).
