Improve setup

Following !43 (merged) there is still missing content in the package.

• Update version to 1.0.0
• Use toml instead of setup.py/setip.cfg
  • Include to the package *.as and *.mprg files
  • Include to the package all the sub packages (previously only few was included)
  • Update the dependencies (numpy, tabulate...)

The only thing which is not there anymore is the pytest addopts

addopts = --cov fscan --cov-report html:tests/htmlcov --cov-report term -v tests/

You maybe don't use it anyway?

Also I have put 1.0.0 you maybe prefer to use 1.0.0.dev?
