Move event stream and encoding code

Following !106 (merged), event_stream.py and encoding are moving to blissdata/streams/.

Previous paths will stay with warnings until blissdata 3, but the only projects to be affected should be external plugins (cf https://gitlab.esrf.fr/bliss/blissdata-lima2)
