PI e712 fix from id11: check power cut and remove unnecessary lock

Cyril Guilloud requested to merge PI_e712_check_power_cut into master
  • move check_power_cut at controller initialize level to avoid to check that for each axis
  • remove unnecessary lock in state (from commit: c3e239c9)
