#3502 (issue with matplotlib 3.6.0) backport
requested to merge 3502-python-3-8-and-3-9-pipelines-fail-since-matplotlib-3-6-0-release-BCKPORT-1_10_X into 1.10.x
Nightly builds for py38 and py39 fail with matplotlib related errors (which coincides with matplotlib 3.6.0).
