Resolve "Default inhouse proposal names can be official proposals"

CRG proposals have only digits in the proposal name. For some reason TID cannot create directories with only digits.
DEMO_SESSION [1] newproposal("02-1234")The proposal name in ICAT and BLISS is 02-1234 but the directory name will be /data/visitor/bm021234.
