Packaging

Rework the project to provide proper pip and conda packaging.

• Sync submodules with last masters
• Move the doc outside of the sources
• Added conda recipe
• Rework setup.py as pyproject.toml file (including fixes, like packaging data)
• Plus update of some documentation files
