Device serialnum and calibration reading-setting functions

Simone Liuzzo requested to merge device-serialnum into master
  1. assign serial number in AT
  2. add appropriate calibration curve, scale and offset in AT (sextupoles to be included)
  3. compare the AT data to the corresponding Tango properties/attirbutes values
  4. save tango values
  5. assign AT values to TANGO
  6. write confluence page on setting/checking calibration curves
  7. write confluence page on change of serial number, either from jlogbook or manually
