Make citing requirements more obvious

Currently the citation requirements for datasets are on the right hand side, and not very obvious.

This is especially an issue if someone just uses the embedded neuroglancer view on the page (in the left hand column) to do analysis, they could easily miss the citation requirements. It would be good to make the requirements more obvious.
