Merge "Tutorials" and "Help" pages

On the HOA website we decided to merge the Tutorials and Help pages. I suggest we:

  • Have a single page called "Help"
  • This page is split into two sections: A "Tutorials" section that links out to the tutorials, and an "FAQ" section that has the current contents of the "Help" page
