Put back tolerence check before move and make configurable

Removed in !827 (merged), but this actually has a purpose. In the case the motor is already within tolerence it doesnt make any request to bliss at all.

With the above change daiquiri will ask bliss to move to the position its currently at which can actually still trigger a movement
