Provide a CLI tool for generating "nabu_processes.h5"

Sometimes datasets are acquired without usable flats/darks. In this case, flats/darks from other datasets are used.

In a first step, we can generate a "nabu_processes.h5" from a dataset, and use it in another dataset.
A CLI tool is needed to generate only this file.
