Templates for issues and MR

It would be good to have templates for issues and, more importantly, Merge Requests.

Things should be simple to set up: add markdown files in .gitlab/issue_templates and .gitlab/merge_request_templates respectively.

It looks like "Default description template for merge requests" in settings is not available for ESRF Gitlab instance, but we should be still be fine with the above.
