Check that the same amount of position for motors

The hook class have prepare, start, stop callback methods.

This is usefully if you want to have a motor position for any acquisition
points.

This is done by decoupling the reading task from the publishing task.
It requires an intermediate buffering data structure (publishing_dict).

scanning/acquisition/counter.py: IntegratingCounterAcquisitionDevice inherits npoints, prepare_once, start_once from parent
