Switch to Boost.Describe for reflection / annotation on enums and struct/class members

Refactor using Boost.Describe when released with Boost 1.77 (or even earlier).

The library is a much better alternative for introspection than Boost.Hana (Struct) and Better.Enum currently used. This change affects Lima.RPC, Lima.Settings and enums everywhere.
