Logging not properly initialized

The logger initialization is missing in the Tango DS main, consequently the log filters are not properly applied.

Furthmore, it's not clear how this setting is supposed to be set:

  • with the CLI, using --log-level option
  • with the init_params Tango properties
  • both, but then which one takes precedence?
