Fix stream insert operators that was not exported.

Add a set_tests_property() call to add the dll target dirs to the PATH. Add limacore, processlib and camera dll target dirs to the PATH. Windows only.

* Differentiate between src and CWD
* If not absolute, config-file is relative to src and build-prefix to CWD
* Update installation instructions

If RoiCounter or Roi2Spectrum have no Roi defined, then m_op_ext_sink_task_active shoud be false.

* Better command line option management:
  --no-xxxx is equivalent to --xxxx=no
* Installation is now optional, the default is 'no',
  if --install-prefix is specified, then --install will be assumed

* Formal conversion between command line and CMake options
* Include build-type option, defaults to RelWithDebInfo in Linux

ThreadUtils: add thread ID support

Add a post build step to copy the camera python source to the root python folder.

Simplify the install and allows testing without installing first.

The function set the PATH and PYTHONPATH and runs the given python script.
