Add and install a CMake components "devel" and "tools". The change is motivated by reducing the dependencies to the minimum in the Tango CMakeLists.

Fix a merge mistake when rebasing from master.
Reintroduce DevSink and adjust Event accordingly.

Use target_compile_defintions for LIMA_NO_DEBUG to make sure it is defined (transitive) for dowstream projects.

* NO_LIMA_DEBUG: include Fatal, Error, Warning and Always messages and
  ignore Trace, Funct, Param and Return ones

Fix again for full compilation from limacore, missing path for sip coming from limacore and to be used by cameras
